Colombia: water efficiency starts with a plan.
The PUEAA framework places water saving within a programme of actions. That perspective is useful when discussing consumption and maintenance.

A programme, not a product label
Decree 1090 of June 28, 2018 addresses the efficient use and saving of water. Its definition includes reducing waste and optimising the quantity used, with examples such as loss control, reuse and recirculation. These are categories of action, not an endorsement of a particular technology.[1]
What the instrument describes
The Ministry’s SIRH portal describes PUEAA as a collection of projects and actions intended to optimise water use and support the resource’s sustainability. It places the instrument in the context of users requesting water concessions. Its application to a specific case belongs with the competent authority.[2]
Make the proposal measurable
A useful project brief can start with a question: what activity uses the water, and how will a change be assessed? Record the reference period, the volume and the operating conditions. Separate a proposed improvement from a measured result. If the starting information is incomplete, identify that gap before presenting a saving percentage.[1][2]
Efficiency and quality answer different questions
For an equipment discussion, ask for documentation of both the intended water use and the functions under consideration. A plan to reduce consumption is not laboratory evidence about water characteristics. Keeping those files separate helps a partner explain what is known, what is planned and what still requires verification.[1]
The key to reading it
Start with the use, a documented baseline and a way to follow progress. Do not turn the name of a planning programme into a product claim.
