Venezuela: a water target is not a completed result.
Reading UNICEF’s 2025 appeal alongside its year-end reporting shows why plans, funding and achievements need different labels.

Read the heading above the figure
The original 2025 appeal lists 2.3 million people as a planned target for access to sufficient water for drinking and domestic needs. It explicitly calls programme targets provisional. The figure describes intended reach at the planning stage, not people already reached or households whose water was tested.[1]
Funding is another indicator
The year-end report, issued on January 29, 2026, covers January–December 2025. Its highlights state that the overall humanitarian appeal was funded at 23%. That is a funding measure across the appeal, not the percentage of Venezuela with water access and not the WASH sector’s individual funding percentage.[2]
Use the follow-up document
UNICEF maintains a chronological collection of situation reports to monitor its response. Choose the relevant reporting period and inspect the named indicator before comparing a result with a target. A supplies indicator and a water-access indicator cannot be treated as interchangeable simply because both sit under WASH.[3][2]
Keep a clear evidence trail
A useful reading file keeps three columns: what was planned, what funding was reported and what specific result was recorded. Preserve revisions and dates. This approach makes comparisons explainable without inventing a national picture or attributing humanitarian programme outcomes to a commercial company.[1][2]
The key to reading it
Label a target as a target. Match achievements and funding to their own indicators, denominators and reporting periods.
